As the Additional Secretary in the Ministry of Electronics & Information Technology, Government of India, he is responsible for coordinating the Digital India programme. This includes coordinating with concerned Ministries/State Governments/agencies in public and private sector for development of policies/frameworks and implementation of projects for three key pillars of Digital India: namely, Digital infrastructure, provision of Digital Services; and Digital empowerment of society.

Is also coordinating the promotion of Electronic Design and Manufacturing Industry in the country. Has also initiated several programmes to develop and promote innovation in Electronics and ICT sector.

Dr. Kumar is also looking after Cyber Security related matters including India CERT. Is also responsible for administration of IT Act and Rules in the country.
